PORTALJABAR, BEKASI REGENCY - The Indonesian Ulema Council (MUI) of Bekasi Regency is encouraging the Bekasi Regency Government and the Regional People's Representative Council (DPRD) to form a Regional Regulation (Perda) on Family Resilience.

The proposal was conveyed by the General Chairperson of the MUI for Bekasi Regency, Prof. KH Mahmud, during a joint pledge to reject LGBTQ in Cikarang, Friday (18/9/2026).

According to him, strengthening families must be an important part of building superior human resources while maintaining the social and religious values of society.

"We urge the regional government and the Regional People's Representative Council (DPRD) to immediately formulate and ratify a Regional Regulation on Family Resilience," Mahmud said.

He believes that a strong family is the main foundation in shaping the quality of the next generation while also facing the strong currents of modernization and urbanization in Bekasi Regency as a large industrial area.

"High-quality human resources cannot be formed from a fragile or broken family institution. Therefore, strengthening family resilience is a necessity to protect society from various external influences," he said.

Mahmud also highlighted the changing character of Bekasi Regency, which is becoming increasingly heterogeneous due to urbanization and cultural acculturation.

According to him, these changes need to be balanced with education and family empowerment so that society can adapt without losing its social and cultural values.

"There's a gap as Bekasi transforms into a diverse industrial area, but it's not accompanied by adequate education to navigate the changes. This situation can cause some people to experience culture shock and trigger marital breakdowns," he said.

In the LGBTQ context, the Bekasi Regency MUI stated its rejection of behavior that they categorized as deviant.

However, Mahmud emphasized that this attitude was aimed at behavior, not at eliminating respect for individuals as citizens.

"This rejection is directed at the behavior, not the individual. Those who have fallen into this trap are still citizens and brothers who must be embraced and reminded," he said.

Therefore, Mahmud requested that the Family Resilience Bylaw not stop at prohibitions, but also include concrete steps in the form of education, prevention, and recovery services for those in need.

"The government needs to provide rehabilitation centers as a solution for individuals from these communities who want to repent and recover," he said.

The proposal received a positive response from the Deputy Chairman of the Bekasi Regency DPRD, Budi Muhammad Mustafa.

He said that his party had communicated with the Regional Regulation Formation Agency (Bapemperda) so that the proposal could be included in the Regional Regulation Formation Program (Propemperda).

The mechanism for forming regional regulations still requires study and discussion in accordance with the regional legislative stages.

"We have communicated with our colleagues at Bapemperda to immediately schedule it in this year's Prolegda," said Budi.
