
PORTALJABAR, BANDUNG CITY - The Bandung City Government is targeting 435,416 heads of families (KK) to be registered in the Digitalization of Social Protection (Perlinsos) by December 2026.
Bandung City Regional Secretary Iskandar Zulkarnain said that the digitalization of Perlinsos and the implementation of Digital Population Identity (IKD) are aimed at facilitating access to public services.
"The digitalization of Perlinsos and the implementation of IKD are part of our efforts to provide services that are easy, fast, integrated, and close to the community," said Iskandar while opening an online coordination meeting at the Bandung Command Center (BCC) on Tuesday, September 29, 2026.
According to him, the implementation of the program is not only the responsibility of the Social Services Agency (Dinsos) and the Population and Civil Registration Agency (Disdukcapil), but is a joint agenda of the Bandung City Government.
Of the total 870,832 families in Bandung City, 435,416 families or 50 percent are targeted to be registered through Perlinsos.
"This target doesn't recognize welfare deciles. This means we want the benefits of Perlinsos activities to be felt by all residents of Bandung City," he said.
Iskandar explained that the implementation of Perlinsos will take place from September to December 2026, with targets that need to be achieved within a limited time.
Therefore, he requested that the division of roles, mobilization of resources, and monitoring of achievements be carried out in a measurable manner in each region.
The Assistant Regional Secretariat of Bandung City as regional coordinators were asked to ensure that coordination across regional and territorial agencies runs effectively.
The Social Services Agency and the Civil Registration and Population and Civil Registration Agency were also asked to provide technical support, mentoring, and resolve obstacles during program implementation.
"The Social Service and the Civil Registration Service (Disdukcapil) don't work alone. They are part of the Bandung City Government's work system, supported by all regional government agencies (OPD) and regions," said Iskandar.
Regional apparatus heads who act as Liaison Officers (LO) are asked to mobilize their respective ranks and networks to support the achievement of Perlinsos.
The LO is also tasked with assisting in agent mobilization and actively coordinating with field coordinators (korlap) in the region.
"Every OPD must make a real contribution to the achievement of the Bandung City Social Protection targets," he requested.
At the regional level, sub-district heads and village heads as coordinators are asked to control the implementation of Perlinsos according to the potential of their respective regions.
This potential includes RT, RW, cadres, volunteers, social welfare sources, and other community elements that can support data collection.
Coordinators are also asked to ensure that agents are active, understand the targets and tasks, and report implementation results periodically.
Iskandar said that agents are the spearhead of Perlinsos because they interact directly with the community in the data collection and service process.
Agents help the community obtain information, accompany the necessary processes, and ensure that targets are served with a ratio of one agent for 170 families.
Iskandar emphasized that the target of 435,416 families is a shared target for all elements of the Bandung City Government, not one regional apparatus.
"There should be no barriers between OPDs, sub-districts, villages, or agents. The LO mobilizes the OPD, the coordinator mobilizes the region, the agent reaches out to the community, and all work in a unified coordination," he said.
He invited all parties to view this target as an effort to expand access to public services to be closer to the community.
"Let's make the most of the time until December. Strengthen coordination, increase agent mobilization, monitor progress, and immediately resolve any challenges that arise in the field," he said.
Iskandar hopes the coordination meeting will produce concrete steps to achieve the targets of Digitizing Social Protection and implementing IKD in Bandung City.
