PORTALJABAR, BANDUNG CITY - The Bandung City Government (Pemkot) held a trial of the Building Approval (PBG) service for Low-Income Communities (MBR) at the Bandung City Public Service Mall (MPP), Thursday (30/1/2025)
This activity was carried out as preparation before the visit of the Minister of Public Works and Public Housing (PUPR) which is scheduled for Friday (31/1/2025).
Head of the Bandung City Public Works, Construction Development, and Spatial Planning (Ciptabintar) Agency, Bambang Suhari, stated that the PBG-MBR service aims to accelerate the building permit process for MBR residents with a more transparent and efficient system.
"Through the digital system, we want to ensure that the public, especially MBR, can get building permit services quickly, easily, and without unofficial intermediaries," he said.
This PBG-MBR service is the result of collaboration between the Ciptabintar Service and the Bandung City Investment and One-Stop Integrated Service (DPMPTSP) Service, which aligns three main applications, namely:
1. SIPETRUK (Spatial Planning and Construction Information System) – A public information provider application that functions as a controller for spatial planning utilization.
2. HAYU GAMPIL – A platform that accelerates the issuance of Regional Retribution Determination Letters (SKRD) with a value of zero rupiah for MBR.
3. SIMBG (Building Management Information System) – A central system that regulates building approvals nationally.
With the integration of these three applications, the licensing process becomes faster, more accurate, and more transparent, while avoiding overlaps between regional and central licensing.
"By synchronizing SIPETRUK, HAYU GAMPIL, and SIMBG, we create a more effective and integrated system, ensuring the licensing process runs smoothly without technical obstacles," he said.
In the trial simulation of this service, the duration of the licensing process from start to finish was recorded at only 76 minutes, much faster than the standard operating procedure (SOP) which usually takes 180 minutes.
"With SIPETRUK, the process stages in Spatial Planning that previously took longer can now be completed in just 76 minutes," he said.
In addition, SIPETRUK produces a City Plan Statement (KRK) as a document controlling the use of space, similar to the Suitability of Spatial Utilization Activities (KKPR) in OSS, but specifically for non-businesses such as MBR buildings.
Acting Mayor of Bandung A. Koswara said that this innovation is part of the Bandung City Government's efforts to accelerate public services, especially for the lower classes who need convenience in processing building permits.
"We are committed to providing faster, more transparent, and extortion-free licensing services. The integration of these three applications is a solution to make the process more efficient and avoid brokering," he said.
The Ministry of Housing and Residential Areas appreciates the Bandung City Government's steps in digitizing licensing services.
However, the main challenge still lies in the integration with the central SIMBG. Currently, Bandung City has developed online services, unlike several other regions.
The Bandung City Government hopes that there will be an integration permit with SIMBG so that the process will be more seamless. If this system can be connected, the duration of issuing permits can be more optimal.
For information, the Minister of Housing and Residential Areas and the Minister of Home Affairs are scheduled to directly review this service on January 31, 2025 to evaluate and provide direction regarding further implementation.
