Ciroyom Market Revitalization Based on Study, Perumda Ensures Traders' Rights and Administrative Order

PORTALJABAR, BANDUNG CITY - The Bandung City Government is organizing 1,045 trading spaces at Ciroyom Market through a professional study to protect traders.

President Director of Perumda Pasar Juara Bandung City, Pradana Aditya Wicaksana, said that revitalization does not only focus on physical development.

"In this revitalization process, we ensure that all stages have a clear administrative basis, through professional studies and legal assistance. We also continue to prioritize the sustainability of existing vendors," said Pradana on September 29, 2026.

The management of the Ciroyom Market area has an administrative basis in the form of Building Use Rights (HGB) for the location.

Perumda Pasar Juara is registered as the location rights holder based on Decree Number 187/HGB/BPN-32.73/V/2026 dated May 11, 2026.

Pradana said that until now there had been no lawsuits from the heirs regarding the legal basis for the Ciroyom Market location.

The determination of commercial space rates also uses a study by the Public Appraisal Services Office (KJPP) which takes into account asset value and business feasibility.

The study includes market analysis, cash flow projections, operational costs, revenue, investments, and the absorption capacity of the trading space.

Based on the study, the base price for existing traders was set at IDR 12 million per square meter for a 20-year land use right period.

Meanwhile, the base price for new traders is set at IDR 23 million per square meter with the same usage rights period.

"This price difference represents special treatment for existing vendors during the revitalization process. However, the value of each commercial space still takes into account the area, type, zone or location, and location of the unit," Pradana explained.

A total of 1,045 trading spaces have been verified and information has been disseminated to traders regarding the arrangement plan and utilization mechanisms.

The trading space is utilized through a Sales Place Agreement (SPTB) with a usage period of 20 years.

Pradana explained that the 20-year period reflects the long-term economic value of the trading space, not the monthly installment terms.

Perumda Pasar Juara also provides space for traders to convey their aspirations through communication, verification, and outreach during the arrangement process.

"The majority of vendors have made payments to the Regional Public Market (Perumda Pasar). Furthermore, various input provided by vendors remains part of the communication and evaluation process during the revitalization process," he said.

Perumda Pasar Juara applies progressive tariffs for traders who have more than one trading space to encourage equal business opportunities.

This policy is aimed at preventing excessive control of commercial space and encouraging proportional use of business space.

Traders who have paid off all obligations can continue the Deed of Sale and Purchase (AJB) process according to the administrative stages.

Meanwhile, traders who pay a down payment of at least 20 percent can continue the process through a Sales and Purchase Agreement (PPJB).

The remaining obligations can be paid in cash or in installments to Perumda Pasar with a completion deadline of December 2026 at the latest.

Traders can also choose bank financing for a maximum of five years according to bank regulations, including a daily payment mechanism.

"In principle, we want this process to be orderly, transparent, and accountable. Administrative certainty, trader sustainability, and asset management must go hand in hand," he said.

Revitalization also received legal assistance to mitigate risks in marketing trade spaces, implementing tariffs, and ensuring orderly administration.

Head of the Economic Section of the Bandung City Regional Secretariat, Dicky Wishnumulya Ristandi, supports revitalization to improve the quality of trade facilities.

"We support the revitalization of Ciroyom Market, implemented by Perumda Pasar Juara. This revitalization is expected to provide better, more organized, safer, and more comfortable trading facilities for both traders and the public," said Dicky.

Coordination between parties is necessary so that revitalization runs according to its objectives while improving the quality of services and trade facilities for the community.

The revitalization of Ciroyom Market aims to create a more organized, safe, comfortable, and sustainable trading area for residents.
