PORTALJABAR, BANDUNG CITY - The Bandung City Government is arranging the rotation of state civil servants (ASN) based on meritocracy to ensure that public services continue to run effectively.

Bandung Mayor Muhammad Farhan ensured that the inauguration and rotation of managerial officials proceeded normally in accordance with organizational needs and performance evaluations.

"The current inauguration is proceeding routinely and normally. There are no sudden changes or sudden dismissals. There have been changes at the regional level, but all of them are in accordance with a scenario that uses the principle of meritocracy," said Farhan after the inauguration at Bandung City Hall (August 31, 2026).

Dozens of officials were inaugurated with the highest position changing, namely the Secretary of the Bandung City National Unity and Politics Agency (Kesbangpol).

Other changes include regional administrators and supervisors, such as village heads, village secretaries, division heads, section heads, and sub-district officials.

This arrangement is carried out based on organizational needs and performance evaluation results so that government services to citizens continue to run optimally.

Farhan said the Bandung City Government is still evaluating a number of positions and areas to ensure the organization's needs are met appropriately.

Currently, only one regional apparatus head position has not been definitively filled, namely the Head of the Regional Finance and Assets Agency (BKAD).

The Bandung City Government has proposed a candidate from the Ministry of Finance to fill the position, with the selection process still ongoing at the State Civil Service Agency (BKN).

Experience and understanding of fiscal policy are considerations because regional financial management faces changes in transfers and dynamic fiscal policies.

"We proposed an official from the Ministry of Finance because managing regional assets and finances is currently very challenging. Transfers to regions are also undergoing dynamic format changes, so an official who understands the policy-making process within the Ministry of Finance is needed," he explained.

The process of filling the position involves the Ministry of Finance, the Ministry of Administrative and Bureaucratic Reform (PANRB), and the National Civil Service Agency (BKN).

"If there's only one vacant department head position, that's it. We will follow all established procedures," he said.

Farhan is optimistic that the organizational restructuring will proceed smoothly so that government services to the public remain effective and sustainable.
