PORTALJABAR, BANDUNG CITY - The Bandung City Government is strengthening the Environmental Security System to detect potential crimes, disasters, and social problems early (24/6/2026).

This step was conveyed by the Mayor of Bandung, Muhammad Farhan, when attending the Disaster Alert Siskamling #95 activity in Neglasari Village.

The program encourages residents to be more concerned about environmental conditions while accelerating the handling of various regional risks.

Farhan explained that the Neighborhood Security System is no longer sufficient to be interpreted as just night patrol activities.

According to him, the high population mobility in Bandung City requires more active and measurable environmental monitoring.

"Bandung is, after all, a destination city for college and school. There are a lot of immigrants from outside the city. Based on the various experiences we've faced, from the distribution of narcotics and illegal drugs, radicalism, violence, and various social deviations, these are always present in residential areas and rented houses," said Farhan.

He believes that public concern is an important factor in preventing crime and other social problems.

Farhan gave the example of a case of a woman being held captive which was revealed after going on for years without the local community knowing.

According to him, this incident is a reminder of the importance of a culture of knowing each other and looking after each other among residents.

"What got me thinking was how someone could be held captive for years in a rented house without the locals knowing. I think we all share some responsibility. This is our collective responsibility," he said.

Therefore, the Bandung City Government is encouraging the strengthening of prevention functions through active community involvement at the regional level.

"The function of the neighborhood watch (Siskamling) isn't just patrolling while carrying a wooden gong. The most important thing is prevention. The spirit of residents protecting others must be rekindled," he said.

Farhan also asked the neighborhood association and residents' association administrators to strengthen data collection on residents of boarding houses and rented houses.

This data collection is considered important to support early detection of various potential environmental security disturbances.

"We need to know who lives in each room, whether it's a boarding house or a rented house. This data collection is crucial for preventing problems early on," he said.

In addition to security aspects, residents raised a number of environmental issues such as landslide-prone areas, damaged drainage, and potential flooding.

Following up on the report, Farhan instructed the relevant regional apparatus to conduct field surveys at locations requiring immediate handling.

Neglasari Subdistrict also introduced a digital-based security reporting system that makes it easier for residents to submit information quickly.

Farhan appreciated the innovation because it could complement the Bandung City Government's emergency services through numbers 112, 113, and 119.

"Bandung City must excel in public services, especially health, education, and population administration. I want to ensure that services at the sub-district level are increasingly accessible to the public through digital systems," he said.

On the same occasion, Neglasari Subdistrict explained its community-based waste management which processes 400 to 550 kilograms of organic waste every day.

Processing is carried out through maggot houses, compost pits, perforated bricks, and tower gardens spread across a number of areas.

The sub-district also has more than 30 compost pit units developed jointly by the community.

This innovation helps reduce the volume of waste going to landfills while creating a cleaner environment.

Farhan emphasized that various aspirations of residents will be used as evaluation material to determine regional development priorities.

According to him, security, cleanliness, and resilience in facing disasters can only be achieved through active community participation.

"If the spirit of protecting others continues to grow, I am optimistic that Bandung will become a safer, more resilient city in the face of disasters, and a comfortable place to live," said Farhan.
