Spatial Planning is the Key to Comfortable Bandung City

PORTALJABAR, BANDUNG CITY - The spatial planning of Bandung City is a serious concern for the government and the Bandung City DPRD in realizing orderly and sustainable development.

In Parliament Talks on Radio Sonata with the Public Works, Construction Development, and Spatial Planning Service (Diciptabintar) and Commission III of the Bandung City DPRD, Tuesday (25/3/2025).

Various challenges and spatial planning policies were discussed to ensure that the City of Bandung develops according to the established spatial plan.

Head of Spatial Planning of the Bandung City Public Works, Construction Development, and Spatial Planning Agency (Diciptabintar), Deni Pathudin, explained that one of the main challenges in spatial planning management is the use of space that is not in accordance with regulations, especially in the North Bandung area.

"Currently, the spatial conditions around Bandung, especially in the North Bandung area, show that disasters such as floods and landslides occur due to the use of space that is not in accordance with the rules. One of them is the intensity of development that exceeds the provisions which should only be 40%," he said.

He said that Bandung City has two main regulations in spatial planning, namely Regional Regulation (Perda) No. 5 of 2022 concerning the Regional Spatial Planning (RTRW) 2022-2042 and Perda No. 29 of 2024 concerning the Detailed Spatial Planning (RDTR) 2024-2044. These two regulations are the main guidelines in more detailed and operational spatial planning.

"This regulation is not only a planning guideline, but also to regulate strategic zones such as waste management and residential area development. That way, infrastructure development in Bandung City can be more focused and in accordance with the principles of sustainable development," he said.

In realizing orderly spatial planning, citizen participation is also very important. The Bandung City Government (Pemkot) encourages the community to be active in planning, monitoring, and preserving the environment.

"Residents can participate in development planning discussions (Musrenbang), report spatial planning violations, maintain the cleanliness of public spaces, and support established spatial planning policies," he said.

Chairman of Commission III of the Bandung City DPRD, Agus Hermawan, emphasized that supervision of the implementation of spatial planning is one of the main tasks of the DPRD.

"We always invite and coordinate with related agencies and the community in spatial planning supervision. There should be no spatial maps that do not comply with applicable regulations, because this can have an impact on environmental balance and the comfort of Bandung residents," he said.

He emphasized the importance of maintaining green open spaces and ensuring that public facilities remain available to the public.

"Spatial planning must be implemented properly to avoid a crisis, especially in terms of the availability of green open spaces and public facilities. There should be no misuse of land or inappropriate conversion," he said.

Member of Commission III of the Bandung City DPRD Aa Abdul Rozak emphasized the importance of balancing regional development in the city of Bandung. East Bandung and North Bandung as two areas that require special attention.

"The East Bandung area still has a lot of empty land that can be developed for housing and infrastructure. However, on the other hand, the North Bandung area must be really guarded because it is prone to flooding and landslides," he said.

According to him, development in the North Bandung area must be more controlled so as not to worsen environmental conditions.

"The North Bandung area must remain a conservation area. Don't let uncontrolled development result in a bigger disaster for the city of Bandung," he said.

As a message to the public, the Bandung City DPRD also invites residents to care more about city spatial planning.

"Let's obey the spatial planning rules, maintain green open spaces, and use public facilities wisely. If there are violations, report them immediately so that we can together create a more organized and comfortable Bandung," he said.
