
PORTALJABAR, BANDUNG CITY - The Bandung City Civil Service Police Unit (Satpol PP) took down 20 illegal buildings (bangli) on Jalan Ciumbuleuit, Wednesday 30/9/2026.
According to Bandung City Public Relations monitoring as of 11.20 WIB, the demolition process of the buildings targeted for eviction was still ongoing at the location.
Cidadap Sub-district Head Maulana Fatahudin said that the enforcement action was carried out following up on public complaints through the stages of socialization to Warning Letters (SP) 1, SP 2, and SP 3.
"After almost a month, starting from socialization, SP1, SP2, SP3, today we are carrying out our regulatory obligations according to the stages that have been carried out," said Maulana.
According to Maulana, of the approximately 20 buildings on Jalan Ciumbuleuit, no owners showed proof of ownership up to the SP3 stage.
"If you have proof of ownership, please provide it to us and the team, including the Public Order Agency (Satpol PP). Up until the SP3, no one had such proof," he said.
During the inspection, officers also found bathing, washing and toilet (MCK) facilities, including a place for defecating in one of the buildings.
"We found new evidence in one of the buildings we demolished. It turned out there was a defecation area. This is a health issue that we must address, whether we like it or not," he said.
Officers also found a Regional Drinking Water Company (PDAM) meter in one of the buildings and will coordinate with the relevant parties regarding its ownership.
Maulana said that sanitation issues were a concern because the building was located close to a hospital and a school.
He emphasized that this time the control measures focused on illegal buildings, not on controlling street vendor (PKL) activities as a whole.
"Today we are not dealing with street vendors, but with the problem of regulating buildings," he said.
Based on coordination with the Cooperatives, Micro, Small and Medium Enterprises Service (Diskop UKM), street vendors can continue to trade as long as they comply with applicable regulations.
These provisions include not disturbing public peace and order, maintaining cleanliness, and following trading time regulations.
Maulana also emphasized that there were no levies or fees charged to street vendors in the data collection and regulation process.
Meanwhile, Head of Public Order and Security of Bandung City Satpol PP Mochamad Harry Chrismarjadi said that the cleanup restores the function of the space, especially sidewalks and drainage.
"What we're ensuring is that we want to restore the space's function. The function of the space is to restore and optimize the blocked drainage," said Chris.
According to Chris, the drainage needs to be restored to its function to make maintenance easier, while the sidewalks need to be returned to pedestrian use.
He explained that a number of the buildings being demolished were almost permanent and reduced the function of sidewalks and drainage.
Satpol PP used heavy equipment because the condition of the building and terrain did not allow the entire demolition process to be carried out manually.
Chris said that officers continue to ensure ownership status to prevent errors in demolition.
"We will reconfirm ownership to ensure we don't make a mistake in dismantling the property. If we do, there will be legal repercussions," he said.
Before the demolition, Satpol PP urged owners to remove valuable items to minimize potential losses.
Of the approximately 20 buildings with a length of approximately 800 meters, the demolition is targeted to be completed on the same day.
Transportation and clearing of small materials is targeted to take place one to two days after demolition.
Chris emphasized that the cleanup would be carried out in stages, taking into account field conditions and certainty of ownership.
"We don't intend to be selective. We're doing it in stages," he said.
In addition to Ciumbuleuit, the Bandung City Public Order Agency (Satpol PP) is preparing to normalize the function of space on Jalan Hasanuddin and Jalan Teuku Umar.
"We will carry out the return to normalization gradually," he said.
The Public Order Agency (Satpol PP) will coordinate with regional authorities to ensure that the cleared spaces are not reused.
"We are working with the regional government to ensure that as a result of the cleanup, no more people or parties will enter the area," he said.
