To Increase Transparency, the Garut Department of Housing and Settlements Thoroughly Discusses Public Housing and RTLH Management Issues Through a Public Podcast

PORTALJABAR, GARUT REGENCY - The Garut Regency Housing and Settlement Agency (Disperkim) continues to strengthen the transparency of public information related to the housing and settlement sector through an interactive dialogue on the Medina Radio Podcast 105.3 FM, Wednesday (20/5/2026).

The Head of the Garut Regency Department of Housing and Settlements, Rika Agustiana, was present as a resource person in the podcast hosted by Zakki Resmana Saleh to explain various strategic issues, ranging from housing management, settlements to land aspects in Garut Regency.

In the dialogue, Rika explained one of the important issues that is of concern to the local government, namely the management of Infrastructure, Facilities, and Public Utilities (PSU) in formal housing areas.

According to him, according to regulatory provisions, developers are required to hand over PSU to the local government after the construction process is completed so that public facility management can run optimally.

"The PSU issue is not just a technical one, but also an important part of regional governance," he said.

He explained that the Corruption Eradication Commission (KPK) is also paying attention to the issue of re-voting through its Monitoring, Surveillance, and Controlling for Prevention (MSCP) program, so that the completion of the re-voting handover process is an important indicator in assessing governance.

Rika revealed several obstacles still being encountered in the process, including the developer's abandonment of housing units, leaving the asset handover status unclear. Furthermore, discrepancies were found between the physical condition of the PSU on site and the approved site plan.

"This discrepancy is an obstacle in the process of asset verification and acceptance by the regional government," he explained.

In addition to discussing the PSU, the Garut Department of Housing and Settlements also highlighted efforts to address Uninhabitable Houses (RTLH) through the Self-Help Housing Stimulus Assistance (BSPS) program funded by the central government.

The program continues to be optimized to help low-income communities repair their homes independently with a collaborative approach across funding sources.

According to Rika, collaboration is an important step in expanding the scope of RTLH handling amidst regional budget limitations.

Through this public forum, the Garut Department of Housing and Settlements hopes that the public will gain a better understanding of various programs and challenges in the housing and settlement sector, while also strengthening public information transparency.
