Resources Become Challenges in Disaster Emergency Management in the Regions

PORTALJABAR, BANDUNG CITY - Every year many regions in Indonesia experience natural disasters. Administrative areas at the district and city levels are at the forefront in responding to incidents in their areas.

This challenge became one of the topics of the 2025 National Coordination Meeting for Disaster Management (Rakornas PB) commission meeting.

Deputy for Emergency Response at the National Disaster Management Agency (BNPB) Major General TNI Lukmansyah said that he observed a number of emergency response challenges faced by the region.

"These resources include personnel, goods, equipment and budget," said Lukmansyah, at the 2025 PB National Coordination Meeting, Sentul, Tuesday (18/3/2025).

According to Lukmansyah, not all regions have a budget sufficient for emergency disaster management.

In this context, the central government through BNPB will provide support by allocating ready-to-use funds as long as the regional government determines the status of a disaster emergency.

In addition, Lukmansyah also conveyed the challenge of human resources being trained still needing to be improved, both in terms of capacity and capability.

"Not all regions have trained human resources and adequate personnel capacity building activities," said Lukmansyah.

"Not all areas have adequate logistics and equipment, which affects evacuation and providing basic needs for victims and refugees," he added.

Addressing the limited resources during emergency response, BNPB Emergency Infrastructure Support Director Andria Yuferryzal stated that BNPB underlined the need for pentahelix synergy and collaboration, consisting of government, experts or academics, business institutions, communities and mass media. This pentahelix involvement can be done from the beginning of the emergency response.

According to Yuferryzal, after the results of the rapid assessment, regional heads affected by the disaster were recommended to involve pentahelix elements in the initial coordination meeting.

"This aims to achieve priority directions for emergency response by regional heads and identify the resources needed," he said.

Meanwhile, Head of the BNPB Operations Control Center Bambang Surya Putra, believes that the resources owned outside the government are very large, such as from non-governmental organizations and business institutions. These various parties are also expected to be able to synergize in one command under the command post activated by the local government.

"This is in accordance with Law Number 24 of 2007, specifically Article 50. That the command is carried out to order sectors or institutions so that emergency handling can run effectively," concluded Bambang. (rep No)
